Comprehensive Civil Defense Exercise Conducted in Rogun

  In accordance with the Republic of Tajikistan’s 2026 Action Plan on Civil Defense, Emergency Prevention and Response, a comprehensive civil defense exercise was conducted from May 28 to 30 in the city of Rogun and at Rogun Hydropower Plant JSC under the theme: “Actions of Management Personnel, Commissions, Civil Defense Forces and Resources in the Event of a Potential Breach of the Rogun Dam.”

To ensure the effective implementation of the exercise, the Committee for Emergency Situations and Civil Defense under the Government of the Republic of Tajikistan established a working group that provided practical and methodological assistance to the relevant structures.

During the exercise, a simulated dam breach scenario and personnel evacuation were carried out. The preparedness of management personnel, emergency commissions, evacuation commissions, and civil defense forces and resources was thoroughly assessed.

For engineering operations and response activities, Rogun Hydropower Plant JSC deployed 600 employees, including 15 members of a specialized hazardous operations team and 16 units of engineering equipment.

A total of 870 participants took part in the exercise and were relocated to designated safe areas. A tent camp, medical station, command post, registration center, and logistics support point were established at Construction Site No. 5.

During the practical phase, civil defense services and functional units of Rogun Hydropower Plant demonstrated their capabilities in rescue operations, emergency response measures, and personnel evacuation.

The results of the exercise confirmed that the management personnel, commissions, forces, and civil defense resources of the city of Rogun and Rogun Hydropower Plant JSC possess the necessary level of preparedness to respond effectively to potential emergency situations.
